New lockdown guidelines issued by the Government of Nepal
The government has decided to resume the development work even if the lockdown is maintained until May 16 to avoid the possible risk of Coronavirus. Apart from transport services, markets and educational institutions, many industries and factories will be opened. Therefore, the government has permitted to operate-
Agriculture and Livestock:
- Food items and crops
- Import of ripe crops
- Animal Husbandry, Fish, Poultry
- Production and distribution of fruits and vegetables
- Production, collection, storage and sale of dairy products
- Nursery seedling production, grass and grain production and distribution
- Production, storage and sale of agricultural seeds
Health related:
- Health institutions run by government and private sector hospitals
- Nursing Home, Polyclinic, Lab, Diagnostic Center
- Production and sale of all types of vaccines and oxygen
- Pharmacy, Ayurvedic and Homeopathic and Veterinary care
- Bookstores that have taken permission from Janak Shiksha Samagri Kendra Limited to sell textbooks
Shipping service:
- Agriculture and livestock, health care
- Industrial goods that have passed the inspection from the customs.
- Water, gas, petroleum products, industrial raw materials and ready-made materials
- Equipment used in development projects
- Agricultural materials and organic fertilizers
- Ambulance service
- Public education materials like school textbooks.
Passengers not to be allowed in freight vehicles entering the valley:
The government has decided not to allow passengers to enter Kathmandu valley in freight vehicles. Therefore, the name of the driver, name of the accomplice, date of birth, date of entry and return of such vehicles will be noted at the entry point to ensure the return of the same persons.
Development / planning related
Permission to construct and strengthen projects of national pride such as hydropower, irrigation, drinking water, airport, roads and bridges. - Banks and financial institutions to operate with minimum employees
- Government and public enterprises providing essential services to operate with minimum employees
Industrial production
Accommodation to be made available in government property for workers working in the industries.
- Safe accommodation and food to be provided,
- Health standards to be followed,
- Workplace to be sanitized
- Food items including rice, toothpaste, bread, flour and cement industry to operate
- Small and cottage industries, construction industries to operate
- Vehicle maintenance workshops with a maximum of five workers to operate
- Internet services and electronic services to be made available
Allowing hotels and restaurants to open on the highway
The government has decided to allow hotels and restaurants to be opened on the highway to cater to the drivers and workers. However, the local administration will have to follow the criteria approved by the Ministry of Health and Population. Accordingly, it has been decided that drivers will be allowed to stop at vehicle repair workshops, petrol pumps and pick up food packets from hotels at the specified time and place.
Local administrations across the country will make arrangements to facilitate movement, maintain social distance and not work with more than five people in one place. The meeting has decided to make arrangements for the meetings of the House of Representatives, National Assembly and Parliamentary Committee to meet the health standards.
