In the Far West, there is no implementation of the budget, not even 8 arbas has been spent out of 24 arbas
Dhangadhi: Although the capital budget of the Sudurpaschim state government is sufficient, the implementation situation is pathetic. Even though there is no budget, the provincial government has not been able to implement it. Out of the capital budget of Rs. 24.19 arbas for the current financial year, the expenditure has not reached even 8 arbas.
Even after 10 months of the current financial year, the implementation of the budget is very weak. Like last year, this year too, the condition of capital expenditure is very weak. Although half of the current year's total budget is with the Ministry of Physical Infrastructure Development, the capital expenditure has not even reached 35 percent.
According to the provincial accounting data, out of the Rs. 17.74 arbas allocated for physical capital, only Rs. 6.15 arbas has been spent till April. The Ministry of Social Development, which has a total budget of Rs. 6.73 arbas including Rs. 2.79 billion for capital, has been able to spend only Rs. 3.8 arbas.
Even when the current financial year is nearing the end of a large part of the budget allocated for the relevant ministries of the province, the implementation situation is pathetic. According to the data, only Rs. 1.18 arbas out of Rs. 2.95 arbas of the Ministry of Land Management, Agriculture and Cooperatives, and Rs. 1.3 arbas out of Rs. 2.64 arbas by the Ministry of Industry, Tourism, Forestry and Environment have been spent.
While the entire team of the provincial government is rushing to Kathmandu worrying about the cost reduction, even the budget made here has not been implemented. Stakeholders say that since the provincial government emphasizes on worker-oriented distributed plans rather than budgeting on the basis of needs and justifications, the implementation of the budget every year looks disappointing in the current situation. The state government had brought a budget of Rs. 36.74 arbas for the current financial year. But even as the financial year is coming to an end, the implementation has not reached 36 percent.
