Implementation of projects in the far-west ignores the filtering process?

The plans of implementation of the projects in the far-western government have been selected without method and procedure. In the current financial year of the state government, the budget was appropriated at Twenty-five million, six crores and fifty-six lakh rupees  against Eleven million, seventy-one crore and fourty-eight lakh rupees. When the budget was implemented, the state government could not adopt any law and procedure nor prepared for the new financial year when it was planned. Amar Bahadur Pal, chief of Water Resources and CEO of Kailali, accepted the plans for the current fiscal year, according to the wishes of the Rajya Sabha members.
