Dr.Acharya explains ''Why the MCC should not be implemented''.

Dhangadhi: The pros and cons of the US Assistance Mission Millennium Challenge Corporation (MCC) have been debated for a long time.
There are some misconceptions in both debates. Such as; It is a lie and an illusion that the US military and missiles will come as soon as the MCC is signed. Dr. Surya Raj Acharya, an infrastructure expert who has been holding the view that these are matters of assessment/conjecture, has been interviewed in Dinesh Khabar on Wednesday.

During the conversation, Dr. Acharya said that the supporters and opponents of the MCC did not even try to understand the facts. He said that any country would help out of selfish motives. But when it comes to helping or giving, it depends on what kind of interests are sought.
It remains to be seen whether the assistance is generous or not. If there are liberal interests, there is no problem, but it does not mean that we have to accept the assistance that comes in the form of conservative and political and economic strategy. Some of the incorrect provisions included in the MCC have made it controversial.
Some of the points in the agreement are inconsistent with Nepal's basic law and constitution. It is wrong to try to pass the MCC in such a way that it is above the law of Nepal. Proponents of her case have been working to make the actual transcript of this statement available online. Which is wrong.

The United States provides any foreign assistance only for a strategic interest. What did the leaders of both sides who opposed and supported it do? They have not dug. The United States does not easily help poor countries like ours. The point that needs to be passed by Nepal's parliament is wrong. It provides legal status to implement the US strategy in Nepal. The government has given false information about MCC from the very beginning.
It is wrong for the caretaker government's finance minister Gyanendra Bahadur Karki to sign the draft MCC agreement. This is an objectionable part of the agreement of far-reaching significance. To pass the agreement of the project for the maintenance of 300 kilometers of transmission line and 300 kilometers of road from the grant to be recognized by the parliament as an international treaty.
If passed by the MCC Parliament, the points contained therein are applicable indefinitely. Proponents of her case have been working to make the actual transcript of this statement available online. The US Congress has not approved the grant of 500 million US dollars to Nepal. Passed by MCC Board. After the MCC board passed, the board only informed the International Relations Committee of the US Congress.
It is said that since there is political instability in Nepal if it is passed by the parliament, everyone will belong to it. But there is no instability in Mongolia. The government is not changing. There, too, the US tried to pass it through parliament. The reason why the US is trying to get it passed by the parliament is that the MCC's terms clearly state that US law will apply in many places. Article 607 of the US MCC Act, 2003 is applicable.
The passage of the MCC by parliament is linked to US political, financial management, privatization, and market economy interests. If passed by the same parliament as the MCC, the government of Nepal will not be able to make a law to curb NGOs / INGOs even if it wants to. Although Ekathari said that the terms of the agreement are only for five years, the fact is that the provisions mentioned in the MCC are effective for eternity. There is talk of audit in MCC.
There is talk of intellectual property rights. There is confusion about intellectual property rights. After the implementation of MCC, Nepal will bring an act/rule to define or regulate the activities of NGOs / INGOs. What happens if the US feels that the election was rigged? There should have been an open discussion on these issues from the beginning.
Even now, instead of rushing to pass it, a team of independent experts should be able to study it. Based on the findings of the study, it is easier for the government to make the right decision. There is also a reason for constructing a power transmission line through MCC. That is to go to the end and privatize the transmission line. MCC was also implemented in Ghana. A similar condition was laid down concerning the transmission line.
There is also a side of IPS that is not seen in MCC. A senior US official has said that MCC is a part of IPS. But, the people who have been and are in our government say no. Despite such controversy in the MCC, some Nepali Congress MPs said that they have not studied the MCC yet. At a meeting of the parliamentary parties yesterday, Deuba asked the lawmakers not to speak about the MCC.
There is geopolitical movement around the world. We, too, have to be very careful as we fear that our geographical location could fall into the clutches of the geopolitical strategy of the powers that be. We
