After distributing rotten rice as aid, Commission for the Investigation of Abuse of Authority has seized the documents of the procurement process in a raid and is preparing to send it to Kathmandu for a detailed analysis. Sub-metropolitan Government has been accused of negligence on public health during a pandemic. Some people's representatives and employees of the sub-metropolis are also suspected to have collusions with the contractor.

Meanwhile, Dhangadhi Deputy Mayor Sushila Mishra Bhatta disagreed with the procurement process from the very beginning. According to the sources Mayor Nrip Bahadur Odd, Chief Administrative Officer Narayan Prasad Sapkota, Store Branch Chief Krishna Prasad Joshi, Public Procurement Monitoring Branch Chief Narendra Karki, Administration Branch Chief Narayan Prasad Sharma, Senior Accounts Officer Dilliraj Ojha and Accounts Branch Chief Saraswati Joshi had claimed the decision to be reasonable and signed the documents.

When the Deputy Mayor was repeatedly asked to sign, she held her ground and refused to be a part of it which eventually led to the dispute between the chief administrative officer and the deputy mayor. She believed that it was not her place to sign the contract and choose the tender, as the decision of purchase was to be taken by the Public Procurement Monitoring branch and the employees.
