Chure Rural Municipality spends Rs 1.5 million on repairing a single vehicle

Dhangadhi: The Chure rural municipality of Kailali has only one four-wheeler. But in the last fiscal year, the rural municipality has spent Rs. 1,056,222 on vehicle maintenance. It has been mentioned in the State Financial Procedure Rules 2076 that the records should be updated. However, the village municipality has not kept any record of spending more than Rs 1.5 million on vehicle maintenance. After that, it has been questioned that Rs 1.5 million has been spent on one vehicle in a year alone. However, Kali Prasad Bhat, chief of the administrative branch of the rural municipality, said that motorcycles were also repaired from the budget. 'Even the cost of repairing a motorcycle may be on the same head. One and a half million rupees is not enough to repair a single vehicle, "he said.

The latest report of the Auditor General has shown that the Chure Municipality has paid social security allowance even in the name of the deceased. The rural municipality has distributed Rs. 35.41 million in the social security program and spent Rs. 633,000 on the same. It has been seen that more expenditure has been incurred due to double discharge in the name of the same person and non-disclosure of data of the deceased beneficiaries.

The report of the Accountant General's Office states that the expenditure was made against the law in Chure rural municipality of Kailali like other local levels in the far west. The rural municipality has also deducted the amount in the internal contract against the law. Bhumiraj Wilders has a contract for excavation of riverine materials worth Rs 6.1 million. The village executive has decided that Minaha's decision should be made through the village assembly. But Chure village chairman Dhan Bahadur Roka Magar has claimed that the amount was deducted due to Corona. Similarly, while implementing the plan of the Fiscal Year 2076/07, it has been found that irregular expenditure has been made from the state treasury. It has been found that the rural municipality has acted against the law in the areas of vehicle maintenance, official facilities, food, financial assistance, procurement/master plan, internal contract, and social security. The development work done by the rural municipality through the consumer committee is also seen as illegal.

The schemes given to the Consumer Committee for implementation have been implemented illegally by the construction businessmen and most of the schemes have been overpaid. It has been found that the rural municipality has committed corruption in the purchase of annual materials. Rule 7 of the Public Procurement Rules 2064 requires the master plan when purchasing goods worth more than Rs 100 million and Rule 8 procures goods worth more than Rs 1 million annually. Similarly, rural municipality officials have illegally availed 969,000 benefits. Although the Supreme Court has rejected the provision of Section 3 of the Far Western Province Local Level Office and Members' Facilities Act, 2075 BS with effect from November 20, 2076 BS, the rural municipality officials have received a monthly salary of Rs. The rural municipality has also spent unnaturally on food. In one year, the rural municipality has spent Rs 1.5 million on food. It has been found that even the expenses without sponsorship are illegal. Similarly, Rs. 497,000 has been spent on financial assistance. There is no legal provision for financial assistance at the local level.
