Chief Minister Shah calls for transparency from budget allocation to implementation

Dhangadhi: Sudurpaschim Province Chief Minister Kamal Bahadur Shah has directed that discipline, transparency, and clarity of priorities be made mandatory in all development plans.

Speaking at a discussion and interaction program held in Baitadi on Saturday with municipal mayors, office heads from federal, provincial, and local levels, and representatives of security agencies, Chief Minister Shah stressed the need for transparency throughout the process—from budget allocation to project implementation.

He noted that complaints have been increasing about budget allocations being made in unnecessary areas and funds being spent on already completed projects. “Plans that do not address real needs will not be implemented,” he said. “Each agency should move forward only after preparing a proper work schedule.”

Chief Minister Shah emphasized ending the long-standing practice of completing development works through users' committees and prioritizing the contract system instead. He also informed that the provincial government is preparing to establish standards and a legal framework to regulate the work of users' committees.

During the program, Chief Minister Shah also received direct updates on the peace and security situation in the district from the chiefs of all four security agencies in Baitadi. In the meeting held at the District Administration Office, he called for stronger coordination and vigilance among the security forces.
