Belauri municipality distributes certificates to newly elected Bhalmansa under 2078 Act

Kanchanpur: Belauri Municipality has issued certificates to newly elected Bhalmansa following the enactment of the Bhalmansa Act (2078). The municipality organized a certificate presentation and best wishes program for the elected leaders.

Bir Bahadur Chaudhary of Dhikka Kunda, Belauri Municipality-9, was elected as Bhalmansa in Magh. He was unanimously selected by the Chaudhary community in Danda Kunda, which comprises 26 Chaudhary families. The Chaudhary community traditionally selects Bhalmansa either unanimously or through elections. Lokendra Chaudhary, the previous Bhalmansa of Danda Kunda, shared his experience of serving for five years.

Bir Bahadur expressed his commitment to supporting the Chaudhary family in times of need and working for the development of the village. He also appreciated Belauri Municipality for providing certificates, which he said offered additional encouragement.

Mayor Potilal Chaudhary stated that certificates were presented to 26 newly selected Bhalmansa, including Bir Bahadur, and highlighted the municipality’s efforts under the Bhalmansa Act (2078) to support the Rana Tharu community.

Amar Singh Chaudhary, coordinator of the Belauri Municipality Bhalmansa Committee, noted that Bhalmansa have been resolving marriage disputes and ordinary disagreements through mutual understanding. He added that Bhalmansa have also been conducting awareness programs in villages to curb drug use and have led community projects such as road cleaning in Wards 2 and 5.

The Tharu community has historically selected Bhalmansa (Barghar), who also receive support from community members, typically 10–15 kg of rice per family annually, according to Krishna Chaudhary, contact person of the Belauri Bhalmansa Committee. Bhalmansa serve the community by settling disputes and organizing collective work.

While the Rana community selects new Bhalmansa in Asar, the Chaudhary community conducts their selection in Magh. This second certificate and best wishes program for the 26 newly selected Bhalmansa took place on Friday. Previously, certificates were first presented in Falgun. Currently, 107 Bhalmansa are registered with the Belauri Nagar Bhalmansa Committee.
