What is in the civil service bill passed by the Far west government?
Dhangadhi: On Monday, a bill was passed to regulate the formation, operation and conditions of civil service brought by the Far West government. The bill was passed in the 25th meeting of the 10th session of the Provincial Assembly on Monday.
In the meeting, Speaker Arjun Bahadur Thapa announced that the bill was passed on the basis of voice vote. Ran Bahadur Rawal, Minister of Internal Affairs and Law of the state government, submitted a proposal for the passage of the bill in the assembly.
The bill passed by the provincial assembly will be certified by the provincial head and become a law. The state government has introduced a bill to make 339 temporary and contract service employees directly permanent.
In the bill, it was proposed that contract light vehicle drivers, heavy vehicle drivers and office support staff previously appointed in various offices under the state government should be made permanent once they complete the process of filling permanent positions through the state public service commission and remain in the assistant third category. The provision was opposed. But Interior Affairs and Law Minister Ran Bahadur Rawal insisted that there is no dispute in the provisions of the bill. The bill was introduced in the state assembly a year ago.
The government allocated 49 percent of the reservation quota and divided it into 100 percent, while the parliamentary committee proposed to allocate 45 percent of the quota and consider it as 100 percent and fix the reservation quota for different communities.
Women 33 percent, Dalits 14 percent, Tharu, Ranatharu 13 percent, economically disadvantaged Khas Arya 11 percent, tribals 10 percent, backward areas 10 percent, disabled 4 percent, Madhesi 3 percent and Muslims 2 percent have been reserved.
