Dhangadhi: The contract evaluation for the construction of an integrated solid waste management center in Dhangadhi has begun. The evaluation of the construction company has begun for the approval of the contract for the construction of a waste management center to be built under the regional urban development project.
In a notice published by the Regional Urban Development on June 8, 2022, the contracts of construction companies that submitted bids have been opened. But the evaluation of the construction company that will get the contract is not over. Drona Katuwal, Information Officer of Regional Urban Development Project Office Implementation Unit Dhangadhi, informed that the bid has been opened. He said the bidders are under evaluation for approval. We have also opened bids but the evaluation is not over. It is in the evaluation stage," he said.
According to the Integrated Solid Waste Management Act 2068, only biodegradable and non-biodegradable waste will be separated and disposed of in the Integrated Solid Waste Management Center. Contract evaluation is being done for the construction of a waste management center with a subsidized loan investment of 1 billion 50 million from the Asian Development Bank.
In the year 2072, the discussion for the construction of an integrated waste management center in Dhangadhi started, but the process of evaluation for the construction contract has only begun now. The sub-metropolitan city is yet to get the right of occupancy for the land. Similarly, the environmental impact assessment report has also not been approved. Katuwal said that he has not received any environmental impact assessment and land tenure from the federal government.
The 22-hectare area proposed by the sub-municipality in the national forest area in Patela of Ward No. 7 and the Environmental Impact Assessment (EIA) has not been approved yet. The Federal Council of Ministers has to approve the land for the construction of the Integrated Solid Waste Management Center in Dhangadhi.
Engineer Katuwal, the information officer of the Regional Urban Development Project, Dhangadhi, said that the contract agreement and the land tenure work are progressing. He said that this was done because it would take more time to sign the contract after acquiring the land. He said that the land file will go to the Council of Ministers through the Federal Ministry of Forestry. He believes that the land acquisition process will be completed soon.
12 to 16 tons of garbage is being collected daily in Dhangadhi. For the management of this waste, the Sub-metropolitan has selected 33 Bigha or 22 hectares of land within the National Forest of Ward No. 7 Patela. After approval by the Ministry of Forests and Environment, under the Environment Protection Act, the land will be legally recognized as part of the project, but the EIA has not yet been approved.
The waste management center will be handed over to the sub-metropolitan city after 4 years of construction. Dhangadhi sub-metropolitan city is observing the current financial year as a year for cleanliness.
