Ghodaghodi: Nanda Bahadur Saud (Rajendra), the Nepal Communist Party (NCP) candidate for the House of Representatives from Kailali Constituency No. 2, has made his election commitment letter public.

The letter outlines a comprehensive five-year development plan for Kailali-2, covering education, health, drinking water, social development, infrastructure, and physical development. Saud emphasized that the plan focuses on infrastructure advancement, reducing youth migration, improving livelihoods, promoting sustainable development, and ensuring social justice, while ending all forms of discrimination based on gender and ethnicity.

The commitment letter addresses the needs of all age groups. It includes youth-focused employment programs such as skill development initiatives, domestic employment opportunities, secure futures for youth, labor rights protection, and the establishment of one skill-based training center per ward. Collateral-free loans for new ventures, promotion of traditional skills into industries, modern agricultural initiatives, and the creation of senior citizen centers in every ward are also highlighted.

Cultural preservation and social recognition are included in Saud’s plan, with commitments to establish a Tharu Museum, implement various agricultural incentives, honor families of martyrs annually, construct a martyr’s gate, and complete the Lamkichuha hospital under construction.

Infrastructure initiatives in the commitment letter include completing the Seti Highway, accelerating the development of the Dudejhari Industrial Zone, advancing the Achham-Chisapani Kuine road, and finishing the Lamki-Rajkanda, Dudejhari-Tikapur, and Baunia-Khimdi roads. Plans also address quality education, sustainable management, gender equality, ending caste discrimination, anti-corruption measures, earning-while-studying schemes, fair wages, labor rights, and social security programs.

Saud’s plan promotes private sector development in Lamki, Bhalka, Chuha, Baunia, Muda, Chisapani, Balyur, and Katase business centers, provides land titles to landless Dalits and squatters, and includes disability-friendly infrastructure, inclusive education, and contribution-based social security programs.

Saud, who was elected to the Sudurpaschim Provincial Assembly in 2074 BS, is contesting the House of Representatives election for the first time. This year, none of the previous House candidates from the constituency are in the race. Fifteen candidates, including two independents, are contesting the seat. Other candidates include Bijay Bahadur Swar (Nepali Congress), Surya Bahadur Thapa (UML), KP Khanal (National Swatantra Party), and Patiram Chaudhary (Nagarik Unmukti Party Nepal).

In the 2079 BS House of Representatives election, Arun Kumar Chaudhary of the then Nagarik Unmukti Party won from this constituency. Other parties are also preparing to release their election commitment letters in Kailali Constituency No. 2.
