Dr. Rana Bahadur Rawal unveils five-point reform path for Nepali Congress

Dhangadhi: Emphasizing the need to strengthen good governance, transparency, and long-term economic progress in Nepal, Nepali Congress central member Dr. Rana Bahadur Rawal has stated that the party must immediately move forward on the path of institutional reform.

According to Dr. Rawal, the foundation for building a corruption-free, well-governed, and economically prosperous nation depends on clear reforms focused on five major areas.

Corruption control: The most primary reform
Dr. Rawal stressed that a zero-tolerance policy against corruption must be effectively implemented at all levels of the state. He said that full independence should be ensured for bodies such as the Commission for the Investigation of Abuse of Authority, the Office of the Auditor General, and the General Accounts Office. He also emphasized the need to strengthen the judicial mechanism for the swift resolution of high-level cases and to implement a merit-based system for distributing party tickets and positions.

Digital and transparent administration for good governance
Pointing out that citizens are compelled to face hardships due to slow, complex, and unmonitored service delivery, Dr. Rawal stressed the need to shift all government procurement, budget expenditure, employee appointments, and service processes to a fully digital system. He also suggested the establishment of a real-time complaint system that can promptly address and resolve public grievances.

Basis of economic prosperity: Production-oriented system
Dr. Rawal said that priority should be given to employment creation by focusing on sectors such as agriculture, hydropower, tourism, minerals, and information technology. He stated that providing financial and technical support to youths for entrepreneurship, removing bureaucratic hurdles for investors, and creating a favorable environment for Nepali youths abroad to return and invest are the key foundations for economic growth.

Strengthening democratic values and norms
According to Dr. Rawal, factionalism and unethical practices within the party should be eliminated and a competitive internal election process should be initiated. He also stressed that equal representation of women, Dalits, indigenous peoples, Madhesis, Tharu, and other communities, along with the protection of press freedom and effective implementation of the right to information, are essential for strengthening democracy.

Reforms in federalism and basic services
Dr. Rawal stated that revenue sharing should be made transparent by clearly defining the jurisdictions of the federal, provincial, and local levels. He added that long-term reforms in the education, health, and agriculture sectors are essential for building a prosperous Nepal.

Dr. Rawal expressed his belief that if the Nepali Congress adopts strict legal and institutional reforms, implements transparent and digital administration, promotes a production-oriented economy and employment generation, ensures internal democracy and transparency, and strengthens federalism, Nepal can be transformed into a prosperous, stable, and well-governed nation.
