MP Balayer's 'lobbying' to move the capital interfered with the right of the province
Dhangadhi: Lobbying has started to shift the capital of Far Western Province. During the time of the then CPN government, on 12 Ashoj 2075 BS, the Provincial Assembly decided to build it in the area from Churefedi in Godavari Municipality 2 and 4 in Kailali, the capital of Far West, to Bhawar in Teghari, but it could not be implemented, but now a new proposal has come again.
Bir Bahadur Balayar, a member of the House of Representatives, who is also the president of Congress Sudurpaschim, has started lobbying to make the capital at Chowkidanda in Godavari municipality. The capital passed by the state assembly is located next to the Bhimdatta highway, while the newly proposed area is now one kilometer west of Attariya Bazaar (next to the east-west highway).
Balayer, who is the Member of Parliament for Kailali Region No. 4, said that there is 65 bighas of land in Chowkidanda and there is no need to cut trees, so a report has been given to Prime Minister Pushpa Kamal Dahal 'Prachanda' to move the capital there. In a program organized in Kathmandu on Tuesday to seek the opinion of federal parliamentarians on the upcoming budget of the Far West Province, Balayer said that Godavari Municipality has expressed its support for moving the provincial capital and that he has taken the lead because he is the people's representative there.
At present, the temporary seat of the Sudurpaschim Province Government is in Dhangadhi. "Since Dhangadhi is connected to the Indian border, how fair is the capital, or unfair?" Balayer said. However, Tara Lama Tamang, a member of the House of Representatives from UML, said that since the provincial capital is purely a matter for the provincial assembly, no one should say it.
He said that it does not matter who says where the capital is, it was passed by two-thirds of the state assembly and it was called Teghri. He said that if the provincial assembly thinks it is not appropriate, it will decide, but we federal parliamentarians have no reason to say so. Earlier, the Far West government requested the union government to give ownership of Rs. 30 lakhs seven thousand two hundred and thirty-seven square meters of land within the four forts designated by the provincial assembly for the capital in Teghri, but no decision has been taken.
