Budget against master plan
Dhangadhi: The Sudurpaschim state government has formulated and implemented a 10-year master plan for tourism development. The state government has violated the master plan in the first year of implementation of the master plan, which has a period from the current financial year to 2089/090. The tourism master plan has mentioned the possibility of 18 destinations within the province.
But in the budget of the current financial year, the budget has not been allocated according to the master plan. The master plan has suggested building structures for facilities including infrastructure construction, its promotion. The state government has allocated the budget in a different way than those areas. Most of the plans are for temple construction, maintenance, view tower and ashram construction in the temple. There are 295 schemes worth 5 to 10 lakhs in the name of temple construction and maintenance.
Implementation of piecemeal planning only
Tourism Development Program is a program that is included in the list of union, state and local level. Programs with small budgets are more effective when done at the local level. The province has also been implementing small and piecemeal programs that can be done at the local level.
The office under the state government has spent 33.3 million 94 thousand on piece plans ranging from 150,000 to 500,000 for 68 schemes where the cost and benefits are not suitable. Stakeholders say that apart from the work included in the evening list, the performance of the province should be improved by editing the piecemeal plan at the local level.
Duplicity in plan implementation
The office of the Provincial Tourism Development Program Implementation Unit is in Dhangadhi for conducting the tourism development program within the province. An office has been established in Dhangadhi to conduct tourism development programs in all 9 districts. But the tourism development program is being conducted by the Division Forest Office in the remaining 7 districts except Kailali and Kanchanpur. It is a violation of law and procedure to have two offices even in the same nature of work.
Violation of standards
Development programs and projects under the responsibility of the union, state and local levels in point number 1.2 of 2076 regarding culture, tourism and civil aviation, state-level tourism infrastructure, language, script, culture, fine arts and religious heritage protection, state museum It is mentioned that cultural preservation and tourism promotion work falls within the scope of the province.
But the Ministry of Industry, Tourism, Forestry and Environment of the Far West has spent 5 crores 77 lakhs 15 thousand in the name of construction of 86 temples out of 158 schemes for tourism promotion. There are 80 such schemes with an investment of less than 10 lakhs. Out of the other 72 schemes for tourism promotion, 67 schemes are seen to have an investment of less than 10 lakhs.
The ministry has been conducting small and piecemeal programs so as not to contribute to the tourism promotion of the province. It has been seen that the Ministry has implemented a piecemeal plan against the mentioned standards.
