National Human Rights Commission Submits Annual Report to Provincial Chief Miya

Dhangadhi: The Sudurpaschim Province Office of the National Human Rights Commission in Dhangadhi has submitted its annual report for the fiscal year 2082/83 to Sudurpaschim Province Chief Nazir Miya.

Article 294, Clause (3) of the Constitution of Nepal allows constitutional bodies to prepare separate reports on their activities in each province and submit them to the respective provincial chief. In accordance with this constitutional provision, the commission’s Sudurpaschim Province Office submitted the report on Wednesday.

At the report presentation program, Prakash Dutta Bhatta, office chief and joint secretary of the commission’s Sudurpaschim Province Office, briefed the Provincial Chief on the office’s activities during fiscal year 2082/83, the human rights situation in Sudurpaschim Province and current human rights issues.

Receiving the report, Provincial Chief Nazir Miya said ordinary citizens themselves are not sufficiently informed and aware of human rights issues. Appreciating the work being carried out by the National Human Rights Commission to promote and raise awareness of human rights, he stressed the need for every person to be aware and conscious of human rights.

“This issue cannot move forward unless people themselves are aware of human rights,” said Provincial Chief Miya. “Therefore, it is necessary for everyone to be aware and conscious about this issue.”

Miya also raised questions about the implementation of recommendations made by the National Human Rights Commission and said there should be a clear constitutional or legal provision on what should happen if the state fails to implement the commission’s recommendations. He said that in some cases, failure to implement the recommendations could raise questions about their appropriateness.

Emphasizing that concerned state bodies should work responsibly to implement the commission’s recommendations, Provincial Chief Miya expressed his commitment to study the annual report and submit it to the provincial assembly for discussion along with additional suggestions.

The report covers the human rights situation in Sudurpaschim Province, the activities carried out by the commission throughout the year, and various human rights-related issues and challenges observed in the province.
