Farmer registration program launched in Shuklaphanta municipality

Kanchanpur: A farmer registration program has been launched in Shuklaphanta Municipality with the objective of preparing identity cards by classifying farmers, linking them with the national identity card, and providing necessary facilities accordingly.

According to Binay Joshi, an officer at the municipality’s Agricultural Development Branch, the registration process has initially begun in wards no. 6 and 10 with the deployment of six enumerators. After completion in these wards, the program will be expanded to wards no. 7, 8, and 9, and subsequently implemented across all 12 wards of the municipality.

“The program has been launched in line with Section 14 of the Right to Food and Food Sovereignty Act, 2075 BS, with the aim of identifying farmers,” said Joshi. “Through the registration system, personal and agricultural business details of farmers will be collected electronically, making it easier to implement farmer-targeted programs.”

Karansingh Budhaair, Head of the Agricultural Development Branch, stated that the initiative will help identify genuine farmers, eliminate duplication in the agricultural sector, and ensure effective service delivery through integrated data.

“Once registered, it will be easier for farmers to access fertilizers, seeds, agricultural tools, insurance, subsidies, and other government facilities,” he said. “The farmer identity card will serve as the primary basis for distributing services in the future, helping ensure that subsidies and programs reach the intended beneficiaries.”

For registration, farmers are required to provide a copy of their citizenship certificate or national identity card, land ownership certificate or tax payment document, agricultural and livestock business registration certificate (if available), and a contract for land taken on rent or lease. The municipality has arranged for enumerators to visit farmers at their homes to collect the required information.

Following registration, farmers’ details will be verified by the ward committee and published through a public notice. If no claims or objections are raised, the data will be sent to the central authority with approval from the local executive. The process of classifying farmers and distributing identity cards will then proceed, with the cards to be authenticated by the local level Chief Administrative Officer.

The municipality has called on all farmers to participate in the registration process and emphasized that their cooperation is essential for the successful implementation of the program.
