Three lakhs distributed amongst contract employees as an allowance in Kanchanpur
Dhangadhi: Krishnapur municipality of Kanchanpur has been found to have distributed more than three lakhs to contractual employees which is against the law. Section 24 of the Financial Procedures and Financial Responsibility Act 2075 states that according to the procedures and standards for spending, any public body should only write within the limits of the expenses when recording the expenses.
There is a provision that only technical staff can be kept on contract within the limits of approved posts. On the other hand, Krishnapur municipality has paid 312,000 as a dearness allowance against the law by hiring 33 contract employees including various technical and office assistants. The amount has been paid in the name of illegal dearness allowance in the case that it is not possible to work with the contract employees within the approved posts.
Similarly, according to paragraph 7 of 7.4.1 of the operational guidelines of the Ministry of Finance, when working overtime and on holidays, lunches and meals must be paid with the approval of the Ministry of Finance, and incentive allowances must also be approved and e-attendance must be mandatory.
But it has been found that the municipality has spent 26 lakh 47 thousand 850 rupees without taking approval and without even keeping e-attendance records. Which is the number of expenses paid contrary to the prevailing law and the mentioned guidelines.
