Khagraj Bhatta: Four decades of political struggle culminate in Sudurpaschim chief ministership
Sudurpaschim: Newly appointed Chief Minister of Sudurpaschim Province Khagraj Bhatta is an experienced communist leader who has traversed a long and continuous political journey in the province. His political career spans student movements, underground political life, imprisonment, organizational work, the Maoist People's War, the peace process and parliamentary politics.
Early life and political entry
Khagraj Bhatta was born in 2031 BS in Chaudi, Ajaymeru Rural Municipality-4, Dadeldhura, as the only son of the late Ramdatta Bhatta and Gomatidevi Bhatta. He has completed his education up to the IL level. His permanent home is Ajaymeru Rural Municipality-4, Chaudi, Dadeldhura.
Bhatta became involved in political and social movements during his adolescence. In 2047 BS, he formally entered the communist movement by obtaining membership of the then CPN (Unity Center). He became a full-time political activist from Asoj 2050 and joined the Dadeldhura District Committee in Kartik of the same year.
From student movement to organization building
Bhatta became active in the student movement during the early phase of his political career. He contributed to expanding the Akhil Krantikari organization and developing student politics in the Far West.
Alongside his responsibilities in the student organization, he gained experience in organizational development, political mobilization and cadre management in various districts of the Far West. He expanded organizational activities in Dadeldhura, Baitadi and Darchula, gradually moving from district-level responsibilities to regional and central political roles.
Underground life and imprisonment
In 2052 BS, as state repression against the Maoist movement intensified, Bhatta was arrested. He was arrested from Amargadhi Municipality-3 on 24 Falgun 2052 and remained in prison until 8 Poush 2053 on a case related to crimes against the state.
After his release, he resumed political activities. The subsequent period became important for strengthening party organization, expanding political contacts and consolidating the party's base in the Far West.
Political responsibilities during the People's War
During the Maoist People's War, Bhatta took responsibility for building and expanding party organizations across various districts of the Far West. He mobilized cadres and expanded the organization under difficult political circumstances, establishing himself in regional leadership.
After joining the Central Committee of the then CPN (Maoist) in 2060 BS, he continued his political and organizational work while carrying central and regional responsibilities. This period was particularly significant in expanding the party organization and strengthening its political base in the Far West.
Family's political contribution
Bhatta's political journey was also shaped by his family's involvement in political and revolutionary movements. His elder brother Jayaraj Bhatta was active in the political movement and was martyred during the People's War.
His brother Umesh Bhatta also went underground. His sister-in-law Nandadevi Bhatta, Mrs. Manju Bam and brother-in-law Dharma Bohara were also full-time underground political activists.
Peace process and parliamentary politics
Following the peace process, Bhatta transitioned from underground politics to open politics and parliamentary practice. He contested elections from Dadeldhura in the Constituent Assembly and subsequent elections.
His competition with Nepali Congress leader Sher Bahadur Deuba in the House of Representatives election in Dadeldhura brought him into national political circles.
After entering open politics, he continued to play a role in parliament, constitution-making and democratic practices, as well as issues concerning provincial and local development and organizational strengthening.
Role in provincial politics
Following the establishment of the federal republican structure, Bhatta's political activities became increasingly focused on Sudurpaschim Province. He served as Far West Province Co-in-charge of the Communist Party of Nepal (NCP) and later as Far West Province In-charge of the CPN-Maoist Center.
From the initial phase of provincial restructuring, he remained involved in issues related to institutional development, political organization and the development of the Far West, establishing himself as one of the key figures in provincial politics.
Provincial Assembly and parliamentary leadership
In the 2079 BS election, Bhatta was directly elected from Dadeldhura Provincial Assembly Constituency No. 1 (1).
In the Provincial Assembly, he has raised issues concerning development, good governance, social justice, education, health, agriculture, tourism, water resources and infrastructure in the Far West.
After being elected to the Provincial Assembly, he assumed the responsibility of parliamentary party leader of the CPN-Maoist Center in Sudurpaschim. Following the latest political restructuring, the Nepali Communist Party, formed through the merger of the Maoist Center, CPN-Unified Socialist Party and Civil Liberation Party, has become the largest political party in the Sudurpaschim Provincial Assembly with 22 members. Bhatta is leading the parliamentary party.
Chief Minister of Sudurpaschim
Under the latest political agreement, the Nepali Communist Party is preparing to lead the Sudurpaschim Provincial Government, with parliamentary party leader Khagraj Bhatta positioned to become Chief Minister.
His appointment marks a significant milestone in his nearly four-decade-long political journey. The journey that began in 2047 BS, when he entered the communist movement as a young activist, has now reached the stage of assuming executive leadership of the provincial government.
