Government approves National Ethics Policy, 2083 to enforce ethical standards across public life

Kathmandu: The government has approved and implemented the ‘National Ethics Policy, 2083’ with the objective of promoting good governance and strengthening corruption control. The Cabinet meeting held last Thursday approved the policy.

Issued by the Office of the Prime Minister and Council of Ministers, the policy aims to establish an ethical society by covering all areas of public life. It defines the code of conduct and responsibilities not only for government employees but also for political parties, non-governmental organizations, diplomatic sectors, private sectors and the media.

According to the policy, individuals holding public positions will not be allowed to misuse their positions or government resources for personal benefit. It states that public representatives and office bearers must refrain from participating in decisions where there is a conflict of interest. The policy also includes a provision requiring individuals to make their property details public before assuming office and after leaving their positions.

The government has also indicated stricter monitoring of non-governmental organizations. The policy states that organizations receiving foreign assistance or operating programs must comply with national interests and prevailing laws. Activities such as spreading social hatred, proselytization and political involvement have been prohibited.

The policy has made it mandatory to obtain permission from the Ministry of Foreign Affairs and ensure the presence of a ministry representative during meetings with foreign diplomats. It has also directed special vigilance in protecting national secrets and sensitive information.

The media has been instructed to publish truthful, factual and impartial information while respecting individuals’ right to privacy. Similarly, the private sector has been assigned responsibilities to protect consumer interests, control black marketing and maintain commercial transparency.

For the implementation of the policy, a high-level ‘Directors’ Committee’ has been formed under the coordination of the Chief Secretary. The National Vigilance Center has been given responsibility for regular monitoring and inspection of ethical practices across various bodies.

The policy states that priority will be given to digital systems to make government services more technology-friendly and transparent. The government has warned that those violating the ethics policy will face action according to the law.
