Tikapur municipality mayor Ramlal Dangaura Tharu resigns to contest House of Representatives election

Dhangadhi: Tikapur Municipality Mayor Ramlal Dangaura Tharu has resigned from his post to contest the upcoming House of Representatives election from Kailali Constituency 1.

“I had planned to stand for the Provincial Assembly in the 2084 BS elections, but with the House of Representatives election taking priority and receiving a party ticket, I had to take on this new responsibility,” Tharu said.

Dangaura, who was elected as mayor in the 2079 BS local elections representing the then Citizen Liberation Party, is now contesting as a candidate of the Nepali Communist Party.

Under Article 216, Clause 8 of the Constitution, a mayor’s post becomes vacant upon submission of a written resignation to the deputy mayor. The deputy mayor’s position has also been vacant for two years following a case filed on Magh 25, 2082 BS by the Commission for the Investigation of Abuse of Authority against Tikapur Deputy Mayor Khadak Bahadur Shah for his alleged involvement in the Tikapur Municipality Development Committee land scam. As the case remains unresolved, the legal responsibilities of the deputy mayor are also pending.

Two Bills Passed in Municipal Assembly
The 18th Municipal Assembly of Tikapur Municipality, which began on Poush 28, passed two bills with amendments: the Bill 2082 for the Management of Drinking Water, Sanitation, and Hygiene, and the Bill 2082 for the Management of Financial Procedures and Financial Responsibility.

Regarding budget allocation, the 18th Municipal Assembly revised and transferred the current year’s budget of Rs. 97.357 million from the 17th Municipal Assembly’s total allocation of Rs. 936.797 million. Including amendments, savings, and divisible funds from the previous year, the total budget now stands at Rs. 1.34154 billion.

In the assembly’s first meeting, member Mohan BK presented the income and expenditure details for the current fiscal year. According to the report, Rs. 403.281 million has been received from various sources, while Rs. 201.22 million has been spent on expenditure and Rs. 13.136 million on capital expenditure. The capital expenditure progress in the wards and the Livestock Service Branch remains at zero percent.
