Ghodaghodi municipality tops Far-west province in LISA assessment, Melauli scores lowest
Dhangadhi: The Ministry of Federal Affairs and General Administration has released the results of the Institutional Capacity Self-Assessment (LISA) for local levels for the fiscal year 2080/81, highlighting significant variations in performance across Sudurpaschim Province.
Ghodaghodi Municipality in Kailali secured the highest score in the province with 85.50 points, while Melauli Municipality in Baitadi ranked lowest with 45 points. Mohanyal Rural Municipality in Kailali scored 55.50 points, placing it at the bottom in its district. Other notable scores include Dhangadhi Sub-metropolitan City with 84 points, Godavari Municipality and Chure Rural Municipality each with 81 points, and Bardagoria Rural Municipality with 79.25 points.
In Kanchanpur, Bedkot Municipality led with 83.25 points, while Dodhara Chandni scored the lowest at 71.50 points. Other top performers in the district included Belauri Municipality (82.50), Laljhadi and Beldandi Rural Municipalities (81.75 each), and Bhimdatta Municipality (81.25).
Bajura saw Budhiganga Municipality achieve the highest score of 84.25, while Budhinanda Municipality scored lowest at 61.75 points. Badimalika Municipality scored 83.50, Jagannath Rural Municipality 81.50, and Swamikartik Khapar Rural Municipality 81 points.
In Baitadi, Purchaundi Municipality led with 77.25 points, while Melauli Municipality recorded the lowest score of 31.25 points. Other scores included Dogadakedar Rural Municipality (76), Surnaya Rural Municipality (74.75), and Dasharath Chand Municipality (74.50).
In Achham, Panchdeval Binayak Municipality topped the district with 77.50 points, while Dhakari Rural Municipality scored the lowest at 43.75 points. Similarly, Chaurpati Rural Municipality scored 71.75, Sanphebagar Municipality 71.50, and Mellekh Rural Municipality 45 points.
In Dadeldhura, Ajayameru Rural Municipality scored the highest with 83.25 points, and Navadurga Rural Municipality ranked lowest with 73.25 points. Other scores include Alital and Bhageshwor Rural Municipalities (81.25), Ganyapadhura Rural Municipality (75.50), and Parashuram Municipality (75.25).
In Doti, Jorayal Rural Municipality led with 82.25 points, while Purbichauki Rural Municipality scored the lowest at 58.75 points. Other municipalities included Badikedar Rural Municipality (81.25), Bogtan Rural Municipality (81), and Dipayal Silgadhi Municipality (78.75).
In Darchula, Shailyashikhar Municipality scored 81 points, while Lekam Rural Municipality had 61.75 points. Malikarjun Rural Municipality scored 80.75, Naugadi Rural Municipality 80.25, and Byans Rural Municipality 70.25.
Bajhang’s Kedarsyun Rural Municipality topped with 79.75 points, while Surma Rural Municipality scored lowest at 62 points. Other scores included Mashta Rural Municipality (76.75), Jayaprithi Municipality (72.25), and Bungal Municipality (57.50).
The ministry stated that the LISA assessment aims to identify areas for improvement in governance and development management, evaluate work processes and achievements, provide a basis for periodic reviews, and foster healthy competition among local governments.
Local levels were self-assessed across ten indicators: governance management, organization and administration, annual budget and plan management, financial and economic management, service delivery, judicial performance, physical infrastructure, environmental protection and disaster management, and collaboration and coordination.
